Corporation Counsel

Overview

The Kenosha County Corporation Counsel’s office acts as legal counsel to the Kenosha County Board of Supervisors, the County Executive, and to 31 county departments and divisions, as well as several county boards and commissions. The office is staffed by four attorneys, a legal assistant and an executive secretary.

In addition to representing Kenosha County interests in all civil litigation (including the prosecution of certain county ordinances), all administrative hearings, grievance hearings, arbitrations and appeals, the office handles many civil administrative legal functions including drafting and reviewing contracts, negotiating collective bargaining and other types of agreements. In addition, staff attorneys draft special resolutions and ordinances for the county board and staff many board and committee meetings.

Areas of Concentration

This office concentrates on general municipal law, labor relations, environmental and land use law, and worker’s compensation cases as well as handling over 700 mental commitments and protective placements annually for individuals in need of care due to the infirmities of aging, mental illness and addiction.

The office works closely with its insurance carrier with respect to all injury and damage claims made against the county and handles specialized assignments dealing with such varied topics as solid waste landfill siting agreements, decennial redistricting, intergovernmental relations, including Indian casino gaming agreements, and internal investigations.

The Corporation Counsel’s office renders both formal and informal legal opinions to county officials and departments. While this office only represents Kenosha County government and may not render a legal opinion to non - county individuals it will to the extent permissible answer questions posed by citizens regarding county government operations.
