About Emergency Management

Responsibilities

The Emergency Management Division is responsible for planning, coordinating and implementing all emergency management and Homeland Security related activities for Kenosha County. Most of these activities are mandated by the State of Wisconsin under Chapter 323, Emergency Management. They are also mandated by federal laws and regulations under the Superfund Amendment and Reauthorization Act (SARA) Title III and the Homeland Security Act.

Mission Statement

The mission of the Emergency Management Division is to lessen the loss of life and reduce injuries and property damage during natural and technological man-made incidents / events through:

  • Mitigation - Reducing the negative impact of disasters before they occur
  • Preparedness - Deducting the public and first responders, conducting training and exercises for first responders and creating / updating emergency plans
  • Response - Coordinating quick and timely response by providing resources and equipping first responders
  • Recovery - Coordinating and expending restoration efforts

Goals & Objectives

The Kenosha County Emergency Management Division:

  • Coordinates and/or performs federal / state directives countywide under the Homeland Security Act, SARA Title III and Wisconsin State Statutes Chapter 323
  • Develops, coordinates and brings to the county, training opportunities for first responders
  • Develops protocols for and assists in strengthening countywide critical infrastructure facilities
  • Develops protocols for and coordinates continuity of local / county government and business during emergency events
  • Operates and maintains the Kenosha County’s emergency warning systems
  • Provides countywide emergency management services (mitigation, preparedness, response and recovery)
  • Provides effective coordination for first responder agencies / personnel involved in emergency management issues
  • Provides municipal emergency management for four of Kenosha County’s 12 municipalities
  • Seeks out funding opportunities from various sources that will benefit county government, the public and first responder agencies
