Notice

Kenosha County will be retiring our current vendor portal bid notification system and will be utilizing the State of Wisconsin’s VendorNet system to notify you of bid and proposal opportunities. If you are already registered on the State of Wisconsin eSupplier Portal, then no action is required. If you are not, then please visit the eSupplier portal to register. There is no fee to register. The eSupplier portal will provide you notification and access to bids and proposals that Kenosha County posts on VendorNet.

Division of Purchasing Services

The Purchasing Division is an administrative support service for the County of Kenosha. The function of this division is to acquire the many products, commodities and services required by County departments and divisions to operate in the best interests of the citizens of this community. Obtaining the proper product at the right price, in the right quantity and quality, from the right source, on time and in compliance with all legal requirements, administrative policies and ethical practices is our daily challenge.

Our Mission

The Purchasing Division is committed to providing professional and efficient procurement services for Kenosha County departments and divisions by maintaining procedures which:

  • Provide the greatest possible value and quality in the products and services we purchase, at the lowest possible price with timely delivery and in compliance with all specifications and terms.

Doing Business With Kenosha County

The County of Kenosha utilizes several methods to purchase goods and services for County departments and divisions:

  • Small purchases
  • Requests for quotes
  • Competitive sealed bidding for products or goods
  • Requests for proposals (RFP’s) / competitive negotiations
  • Public work/construction bidding
  • Sole source purchases
  • Contracts
  • Purchasing consortiums

Procurement

The specific procurement method used depends on the products or services required, the scope of work, and the total dollar amount of the project. 

All formal competitive bids or RFP’s conducted by the Purchasing Division are posted on the Purchasing Division website. They can be accessed by selecting the Bids / RFPs link. Human Services Department RFP’s are posted on the Human Services Department site. Informal quotes are not necessarily posted on the website, but may also be distributed via email or fax.

Vendor Registration

The Kenosha County Purchasing Division has implemented an online vendor registration process. To view and download bid opportunities conducted by the Purchasing Division you must register and select the commodities that you would be interested in bidding on. When a bid is issued for a commodity you have registered for, an announcement will be sent to the email you provided during the registration process. Select the "Vendor Portal" link to begin the registration process or to sign in to your account. 

Vendors are responsible for updating the information they provide to the County. Kenosha County is not responsible for any information provided to us by any vendor. Please read the Terms and Conditions of Use document when you register.

Qualifications of bidders are not reviewed when a vendor registers on the Kenosha County Vendor Portal. Therefore, registering on the Vendor Portal does not mean that the Purchasing Division considers your firm a "responsible" bidder. The Purchasing Division reviews "responsibility" on an individual bid-by-bid basis as noted in the General Conditions Section of the Invitation to Bid or Request for Proposals document.
