Doing Business with the Department of Human Services

The Kenosha County Department of Human Services (KCDHS) does business with independent agencies and contractors in a number of different settings. Most business transactions between KCDHS and independent agencies are based on the department's need to provide services to individuals in the community. The preferred method for selecting suppliers of services is the competitive Request for Proposal (RFP) process. However, alternate methods may be considered if an RFP is justified as impractical or not in the best interests of the department.

The specific services to be purchased and the proposed contract service levels are determined by each of the department’s divisional needs and budget.

Kenosha County Department of Human Services publicizes in the local newspaper and utilizes the State of Wisconsin’s VendorNet bid website (vendornet.wi.gov). Proposals are posted on VendorNet and are freely available for download.

Vendors may register at no cost with the State of Wisconsin’s eSupplier system (esupplier.wi.gov) and select commodity codes for products or services that they supply. 

When a bid is posted on VendorNet for a commodity for which you have registered, an email announcement may be sent to the email address you have provided during the registration process. Whenever new documents are added to that bid or RFP, another email notification may be sent. Certain spam filters, virus software, or technical issues may block email to your system. Therefore, it is the vendor’s responsibility to check the website frequently during a bid process to ensure they have received the most current documents.
