The Wisconsin Department of Transportation has compiled answers to a list of frequently asked questions about the expansion of Highway KR. That document is available here.
While Highway KR is a shared Kenosha and Racine county trunk highway, this project is being managed by the state DOT, under a temporary jurisdictional transfer made as part of the Foxconn development.
