PAVEMENT MARKING PROJECT

Notice is hereby given that sealed bids for the 2021 Pavement Marking Project in Kenosha County will be received until 1:45 p.m. on the 25th day of February 2021, at the Office of the Kenosha County Highway Commissioner, in the Kenosha County Center, 19600 75th Street, Suite 122-1, Bristol, Wisconsin 53104.

Due to COVID-19 guidelines, bids will not be publicly opened.  Kenosha County will open bids in the Public Works Conference Room at the Department of Public Works Office at 1:45 p.m., according to the clock on the Conference Room wall, on Thursday, February 25, 2021.  After the opening, Kenosha County will email bid results to all bidders by 12:00 p.m., Friday, February 26, 2021.

The Contract Documents, including plans and specifications, are on file and available for inspection at the Office of the Highway Commissioner, 19600 75th Street, Suite 122-1, Bristol, Wisconsin 53104.

All bidders must file a "Bidders Proof of Responsibility Form" with the Kenosha County Highway Commissioner on or before 3:00 p.m. on February 19, 2021 (Form PA-10).

Copies of the plans and specification supplements can be obtained after February 10, 2021 using one of the options listed below:

1.    Download the project description and scheduling information from the State of Wisconsin’s VendorNet website https://vendornet.wi.gov. To receive notifications of addendum and future bids, vendors may register with https://esupplier.wi.gov.  There is no fee to register. Contact Kenosha County at 262-653-1870 or douglas.coeur@kenoshacounty.org to request a digital copy of the plans and specification supplements.

Questions on the Contract documents or drawings shall be submitted to the County by 3:00 p.m., February 22, 2021.  Questions received after this deadline will be rejected.  Answers to the received questions shall be sent via email to all Plan Holders by 3:00 p.m., February 23, 2021.

A certified check or bid bond payable without condition to Kenosha County in an amount not less than five percent (5%) of the bid shall be submitted with each bid as a guarantee that if the bid is accepted a proper contract and bond will be executed and filed within ten (10) days after the acceptance of the bid.  If such bidder fails to execute and file such contract and bond, the amount of the check or bid bond shall be forfeited as liquidated damages.

No bid shall be withdrawn after the opening of bids without the consent of the Kenosha County Department of Public Works for a period of sixty (60) days after the time of opening bids.  Each bidder agrees upon submission of bid that if the same be accepted within said time period, they shall be bound by the terms of acceptance hereinafter contained.

The Kenosha County Department of Public Works reserves the right to reject any or all bids received, or to accept any bid which may be most advantageous to, and in the best interest of Kenosha County.  Each successful bidder will be required to furnish a satisfactory performance bond in the sum of the full amount of the contract.

1,500 TON - Pick up 1-1/4" Crushed Aggregate Base Material by Kenosha County at Contractor Facility(ies).

Together with appurtenant construction in all contracts.

15,000 TON - Mix Item No. A1 with Existing 3/4” Crushed Aggregate Material and Stockpile Mixed Material at Kenosha County Wilmot Pit Facility.
