[ARCHIVED] Sex Offender Released

The Kenosha County Sheriff's Department, in cooperation with the Sex Offender Notification Committee, is releasing the following information pursuant to Wisconsin State Statue 301.46(2m). This statute now allows law enforcement agencies to inform the public of a sex offender's release when; in the discretion of this committee, the release of the information will enhance public safety, awareness and protection.

The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects the potential to re-offend.

This offender is NOT wanted by the Sheriff's Department at this time. This notification is not intended to alarm the community; but rather it is our belief that an informed community is a safer community.

Sex offenders have always lived in our communities after release from incarceration. With the enactment of Statue 301.46(2m) in 1997, law enforcement is now allowed to share this information with the community. Abuse of this information to threaten, intimidate, or harass a registered sex offender will not be tolerated. Mr. Duty fondled a 12 year old female over and under her clothing while under the influence of alcohol and drugs.

Mr. Duty is estimated to be placed into the community on December 6, 2012 after having been released from prison. He was convicted of this crime on 8-11-92. He will be residing within a mile radius of 32200 - Geneva Road. He has an active GPS monitoring system.

He is to comply with the supervised release rules, comply with requirements of lifetime Sex Offender Registration and is to comply with requirements of lifetime GPS.
