[ARCHIVED] Advertisement for bids: Kenosha County Bicycle Route Guide

Notice is hereby given that sealed bids for the Kenosha County Bicycle Route Guide Project in Kenosha County will be received until 10:00 a.m. on the 7th day of April, 2020, at the Office of the Kenosha County Highway Commissioner, in the Kenosha County Center, 19600 75th Street, Suite 122-1, Bristol, Wisconsin 53104.

The work under this contract shall consist of the procurement, fabrication, and installation of bicycle route signs, posts, and mounting hardware and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract.

All bids will be publicly opened and the total base bid will be read aloud the Public Works Conference Room at the Kenosha County Center at 10:00 a.m., according to the clock on the Conference Room wall, on Tuesday, April 7, 2020.

The Contract Documents, including plans and specifications, are on file and available for inspection at the Office of the Highway Commissioner, 19600 75th Street, Suite 122-1, Bristol, Wisconsin 53104.

All bidders must file a "Bidders Proof of Responsibility Form" with the Kenosha County Highway Commissioner on or before 3:00 p.m. on March 31, 2020 (Form PA-10) for pre-qualification of bidders.

This is a federally-funded construction project with a discretionary DBE goal. Notice of Requirement for Affirmative Action to ensure equal employment opportunity (Executive Order #11246) is incorporated within this contract. The prime contractor will perform a minimum of 30% of the original contract amount with the Contractor’s own organization as per Section 108.1.2 of the current edition of the WisDOT Standard Specifications for Highway and Structure Construction. In accordance with Section 66.29 (7) of the Wisconsin State Statutes, bidders must submit a sworn statement of noncollusion with the bid documents.

A certified check or bid bond payable without condition to Kenosha County in an amount not less than five percent (5%) of the bid shall be submitted with each bid as a proposal guarantee that if the bid is accepted a proper contract and bond will be executed and filed within ten (10) days after the acceptance of the bid. If such bidder fails to execute and file such contract and bond, the amount of the check or bid bond shall be forfeited as liquidated damages.

This is a Wisconsin Department of Transportation – Transportation Alternatives Program (TAP) Project administered by the Kenosha County Department of Public Works.

No bid shall be withdrawn after the opening of bids without the consent of the Kenosha County Department of Public Works for a period of sixty (60) days after the time of opening bids. Each bidder agrees upon submission of bid that if the same be accepted within said time period, they shall be bound by the terms of acceptance hereinafter contained.

The Kenosha County Department of Public Works reserves the right to reject any or all bids received, or to accept any bid which may be most advantageous to, and in the best interest of Kenosha County. Each successful bidder will be required to furnish a satisfactory performance bond in the sum of the full amount of the contract.

Together with appurtenant construction in all contracts.

All bids must be prepared on the proposal form included in the bid document and must be sealed and addressed to the Kenosha County Department of Public Works, and filed in the Office of the Highway Commissioner, 19600 75th Street, Suite 122-1, Bristol, WI 53104. There shall appear on the envelope of each bid, the name and address of the bidder and purpose for which the bid is intended.
