Captain Marc Levin to Chief Deputy

Chief Deputy Designee Marc Levin was hired as a Deputy by the Department in July of 1990. In 2001 he was promoted to Sergeant after working for 11 years as a patrol deputy on all three shifts. As a Sergeant, Levin supervised first and third shift patrol until 2011 when he was promoted to Lieutenant and was in command of the Conveyance Bureau and a member of the Courthouse Security Advisory Committee.

Levin was then promoted to the rank of Captain in 2015. Captain Levin commanded the Detentions Division overseeing the Kenosha County Detention Center and the Kenosha County Jail Pre-trial Facility. There he was responsible for over 200 full and part-time staff members.

Chief Deputy Levin holds a bachelor Degree from the University of Wisconsin Milwaukee majoring in Criminal Justice.

On August 26, 2016 it was announced that Levin was promoted for the fourth time to the rank of Chief Deputy where he serves as second in command of the entire Kenosha Sheriff’s Department and is charged with administrating the daily operations. The promotion is effective January 4, 2017.

Lieutenant Justin Miller to Captain

Captain Miller was hired by the Department in October of 2002 beginning his career on third shift patrol, conveyance division, process division and community relations.

In 2007 he was appointed to the Hostage Negotiations Team as a negotiator and is currently the commander of that team. In 2008 he was appointed to the Bomb Squad as a bomb technician.

Captain Miller was promoted to Sergeant in 2011 and supervised third shift patrol and the Conveyance unit until his promotion to Lieutenant in December of 2014 where he was assigned as the Second Shift Patrol Commander.

Captain Miller is a graduate of Bradford High School, served in the US Navy as a Corpsman and graduated from Carthage College in 2007 with a Bachelor of Arts in Criminal Justice.

On August 26, 2016 it was announced that Miller would be promoted to Captain and will assume command of the Detentions Division.

Sergeant Steven Beranis to Lieutenant

Lieutenant Beranis was hired by the Department in 2002 working first, second, and third shift as a patrol deputy. He is a field training officer and evidence technician. In 2006 he joined the Bomb Squad and is an FBI certified Bomb Technician.

Lieutenant Beranis was promoted to Sergeant in 2011 and since then has served as a 2nd shift patrol supervisor and is currently the ATV/ Snowmobile commander.

Beranis served in the Unites States Marine Corps and graduated from the University of Wisconsin Parkside with a degree in Business Management.

On August 26, 2016 it was announced that Lieutenant Beranis will assume command of Second Shift Patrol.

Sergeant Horace Staples to Lieutenant

Lieutenant Horace Staples was hired in July of 1995 as a Deputy Sheriff. He worked on second shift patrol until he was promoted to Sergeant in August of 2001. He then supervised second shift patrol and worked from 2003 to 2011 in the Administration Bureau. In 2013 through the present he has been the Commander of the Kenosha Drug Operations Group.

Lieutenant Staples has a Bachelor Degree in Health and Fitness with a Business and Coaching double minor from Lakeland College and is a Team Leader of the Kenosha County Tactical Response Team.

On August 26, 2016 it was announced that Lieutenant Staples would be assigned to command Third Shift Patrol.

Detective Neil Paulsen to Sergeant

Sergeant Neil Paulsen was hired as a Deputy Sheriff in February of 2003. He worked for 8 years as a second shift patrol Deputy and is an Evidence Technician, Accident Investigator and Field Training Officer.

In 2011 Paulsen was promoted to the rank of Detective and is a general assignment detective specializing in death investigations.

Paulsen has a Bachelor Degree in Law Enforcement and Justice Administration from Western Illinois University.

On August 26, 2016 it was announced that Sergeant Paulsen will supervise Second Shift Patrol.

Deputy Ray Merlin to Sergeant

Sergeant Merlin was hired as a Deputy Sheriff in January of 1992. He served as a 3rd Shift Patrol Deputy until 2013 when he served on 1st Shift in the Conveyance unit. Merlin was a member of the Kenosha County Tactical Response Team from 1995 to 2014. Merlin is a Defensive and Arrest Tactics instructor and a Firearms/Rifle instructor.


Sergeant Merlin has also been very involved with defining Law Enforcement training standards with the Wisconsin Department of Justice. He is also an Adjunct Instructor and a Training and Academy Coordinator at Gateway Technical College.

Merlin served in the United States Marine Corps and has a Bachelor Degree in Criminal Justice and a Minor in Human Resources from Concordia University.

On August 26, 2016 it was announced that Sergeant Merlin will be assigned as a supervisor of Third Shift Patrol.

Deputy Joshua Schreiner to Detective

Deputy Schreiner was hired with the Department in January of 2009. Since then he has served on second shift patrol as an Evidence Technician, Accident Investigator, and Field Training Officer.

Deputy Schreiner graduated Summa Cum Laude from the University of Wisconsin-Milwaukee with a Bachelor’s Degree in Criminal Justice.

On August 26, 2016 it was announced that Schreiner would be promoted to Detective effective February 18, 2017.
